Ubon Ratchathani College was established on September 30, 1987 under the administration of  Khon kean University. It is at present temporarily , Khon kean, and will be upgraded to an independent university situated on a new site in the province of Ubon Ratchathani in the near future.

The Northeastern region is the region where the local people have long faced many economical and social constraints and minimal educational opportunities. The government has thus seen the need to establish another university besides the university at Khon Kean, which is, at present the only state-owned university in the region and has certain limitations in providing more openings for local high school graduates. It is thought that the establishment of a new university will increase the opportunities for local people to receive a higher education and  provide more extension services for the alleviation of economic and social constraints.

Ubon Ratchathani  province, a Northeastern province with a long educational and cultural heritage, serves as the center of the eastern zone of the Northeast. Because of the strong and enthusiastic support among the people of Ubon Ratchathani for the establishment of a new university in the province and other physical and cultural considerations, the government concluded that the province was ready for hosting a university to be constructed at the 10-11 kilometer marks on Warin Chamrap-Det Udom Road,  Warin Chamrap District, Ubon Ratchathani  Province. The total area allocated is approxinately 5, 228 rais (836 ha)
